Following information is from Transport of London
The objective of the Low Emission Zone (LEZ) is to improve air quality in London by deterring the most polluting vehicles from being driven in the area.
The vehicles affected are older diesel-engined lorries, coaches, buses, large vans, minibuses and other specialised vehicles that are derived from lorries and vans such as motor caravans and motorised horse boxes.
The LEZ covers most of Greater London following the Greater London Authority boundary and will operate every day of the year from 4 February 2008.
Vehicles that meet the required emissions standards for the LEZ can be driven within the Zone without paying a daily charge.
Operators of vehicles that do not meet the LEZ emissions standards can take action to avoid paying the daily charge, such as modifying the vehicle to improve its emissions, or using a different vehicle within the Zone.
Vehicles that do not meet the specified emissions standards can be used within the Zone but operators will be subject to a substantial daily charge. If the daily charge is not paid you may be liable for a penalty charge.
Cars, motorcycles and small vans are not included in the LEZ.
